I'm eagerly awaiting the arrival of my Samsung Chromebook Plus, but remembered an issue I had early in 2016 with the Chromebook Flip. However, if you want to change this so it appears on the side, you can. Right click the Chromebook desktop and select Shelf position. Not being a Google developer, I have no idea as to why. While Chromebooks don’t have a separate right-click button on the touchpad, that doesn’t mean the function isn’t available.

To add bookmarks, choose More > More tools > Add to shelf. I keep my shelf docked to the left side, but in tablet mode, I seem to recall it automatically moving to the bottom.
